Job Description:

Serves as the Chief Financial Officer for Haltom City; provides administrative direction to the City's Accounting, Utility Billing, Purchasing, and Municipal Court divisions; coordinates the City's budget process; oversees the preparation of municipal financial reports; advises the City Manager and City Council regarding financial matters; and supervises assigned personnel.Examples of Duties:

Oversees and coordinates the City's financial operations including accounting, billing, purchasing, treasury, debt management, budget administration, and financial reporting.Directs the operations and activities of the Accounting Department, Purchasing Department, Utility Billing Office, and the Municipal Court Office.Hires, supervises, and evaluates the performance of assigned personnel; provides staff training regarding accounting, budgetary, and financial matters.Ensures staff compliance with departmental policies, procedures, and regulatory requirements.Develops, implements, administers, and reviews the City's financial policies and procedures.Acts as an advisor to the City Manager and City Council; provides financial and budgetary advice and recommendations.Consults with and provides financial/operational guidance to City departments; responds to inquiries regarding accounting, budget, financial policy, and fee related matters.Serves as the City's Budget Officer and coordinates the municipal budget process; assimilates and distributes budget documents; reviews departmental submissions for accuracy.Prepares and/or reviews revenue estimates; reviews and recommends changes to tax rates and municipal fees; coordinates and conducts departmental hearing processes.Composes, prepares, reviews, and presents the proposed annual budget at City Council workshops and public hearings.Monitors the departmental budget and other financial reports; identifies and addresses trends and/or potential issues.Oversees the preparation, review, and submittal of financial reports by the City; ensures compliance with all applicable reporting requirements.Performs a variety of debt management functions; plans debt issuances and presents proposed debt instruments to the City Council for consideration; oversees debt related reporting.Administers and maintains the multi-year debt issuance and debt service planning module.Conducts special projects pertaining to tax matters, economic development, and contract management as assigned by the City Manager.Performs other duties as assigned or required.Typical Qualifications:
Bachelor's Degree in Accounting, Finance or related fieldFive years experience directing municipal financial operationsCertified Public Accountant (CPA), Certified Government Finance Officer (CGFO), Certified Government Financial Manager (CGFM) and/or a Masters of Business Administration (MBA) required
